GeoServer can generate KML from any of the sources it can connect to. But it
cannot read KML itself.  I would suggest either finding an alternative copy
of the data in a format GeoServer understands (such as SHP), using a tool
like OGR (http://www.gdal.org/ogr/) to convert to a format GeoServer
understands, or using a scripting language with an XML parser (such as
Python) to read the KML and add features to a PostGIS database.
