Hmm... may be. The only thing that pops out to me is this:

I'm not a GWC developer though so I don't know how to solve this.
I know that a stand-alone GWC can be configured to work without the
metastore.
And my guess there is that you're trying to run two GeoWebCache instances on
the same machine or something
like that (again, not sure how the port is chosen, if it's hard coded or
what).

Hopefully Gabriel or Arne will chime in
