I don't remember having a generic clip process, but I may be wrong, lots
changed in the last 6-8 months.
I think it really was the same as the rectangular clipping one, but with the
wrong name.

No GeoServer process ever used a database function.
For the specific of your case, implementing a clip functionality can be
efficiently implementing in a data source independent manner
using GeoTools and the JTS intersect call
