Well I think in the first case, the spatialite extension is being disabling
itself due to lack of the jdbc driver being present... the JNDI version does
not get disabled since it does not directly rely on the jdbc driver
itself... just on an existing jndi connection.
What we should probably due to make the spatialite datastore work in all
cases is try to statically compile both the proj and geos dependencies into
what we distribute. I have no clue of how to do this on windows however.
