Then it could be something un-related to the saturation of available threads in 
HTTPd.

This makes harder the analysis of the issue, since an issue in GeoServer may 
affect the performance of HTTPd, unless you limit the resources available to 
each 
process.

By the way, JMeter is hosted on a client, not on the server under test, right 
(JMeter can be rather voracious in terms of memory) ?
