Just want to suggest something regarding this bug - I don't know if
it's a consecutive fault or not. 
After reload, when I try to submit changes to global.xml, I get
following error:
This happens with version RC2 too (with ONE geoserver instance, using
windows 64bit os)

Caused by: java.io.IOException: Could not delete: .....\data\global.xml
