If your crs is in decimal degrees, 0.1, 0.01 and 0.001 are ok.  The  
value 0.1 is the most generalized geometry, the geometries in your  
base feature should have a some distances < 0.001. This setup is ok.
Edit your xml back to your original values. Another source of the  
problem could be if you have geowebcache enabled.

Remove geowebcache as described here
