A power failure will make all connections in the pool invalid. Did you enable the connection validation flag in the pool? With it enabled on every connection grab a quick query will be made to make sure the connection is still usable (so there is overhead), if it's no longer valid it will be thrown away and another one in the pool will be attempted, eventually leading to grab new fresh connections.
