You should be able to get OpenStreetMap data already converted to Shapefile 
format for your area of interest from http://downloads.cloudmade.com/

Then you can follow the Shapefile tutorial from the manual to get it set up in 
GeoServer:

Hi all,
I would like to set up a Geoserver on my windows 7 box in order to serve a java 
application with maps, for now just the spain map. (with maps locally on may 
desktop)
Java application uses vms protocol... I read alreay some how tos and related 
stuff by till now I cant make it working the maps.

Please do you know any how to set up a local map for dummies related with 
geaoserver, or would you like to tell me the steps to get that job done?
