I was able to load a custom geowebcache configuration by placing 
geowebcache.xml file in the gwc/ directory of my geoserver data directory. The 
configuration file is valid and seems to be working as expected. However,  
geowebcache still seems to break on a reload. When I press the reload button 
from page /geoserver/gwc/demo I just get a page that displays a broken image 
link and a message that says:

400:null

After some fiddling I discovered that this only occurs if I am logged in to the 
geoserver webapp. If I am not previously logged into the geoserver, I get the 
following rather odd message.

"Unknown or malformed request. Please try again, somtimes the form is not 
properly received. This frequently happens on the first POST after a restart. 
The POST was to /geoserver/gwc/rest/reload"

I have gone back to demo page, hit refresh several times and tried again as 
instructed. It still doesn't work. 

Is the reloading of geowebcache.xml in geoserver 2.1 working for anybody else?

geowebcache.xml should be under the gwc directory in your geoserver data 
directory.

If you send it I may be able to assess what is going on. Does your 
geowebcache.xml validate?
