WMS 1.3 cascanding is known not to be working in 2.1.0
In 2.1.1 is should be better, but I think there is still work to be
done to make it work properly
in all cases (though I have two 1.3.0 servers that I can cascade correctly).
Btw, never loop-cascade GeoServer on itself, does not make sense and
will break on
re-start.
