The SHAPE-ZIP output format supports a vendor specific parameter to specify the file name to download as. (&format_options=fileName:data.zip) I guess it wouldn't be hard to make that generic and supported by the WFS directly instead of specific for SHAPE-ZIP. So that if such a parameter is given the appropriate HTML response headers are set.
