Not really? Listeners are managed by the web container, GeoServer
cannot do anything to prevent them from running.
The two steps you need to do, normally, are:
- declare the listener in web.xml
- make sure the listener class in in WEB-INF/classes (or if it's in a jar,
  in WEB-INF/lib)
- make sure all the libraries that the class depends on are in the
  classpath as well

Besides that, I'd just monitor the jetty logs (not the geoserver ones)
for errors
