No, we don't do such checks, the bounding boxes are static metadata and the
data source contents can vary over time.
Those boxes are just information for the client reading the
capabilities documents,
GeoServer does not use them internally.
Al data sources are expected to answer without throwing exceptions even outside
of the area where they do have data
