The ${...} syntax is a custom extension that can be used only within a mark
name and a external graphic url, because the SLD standard did not allow
to add expressions in there.

If you need to refer to an attribute of yours in a css param the SLD
has a  standard way to do it:

<CssParameter name="fill"><ogc:PropertyName>col_hex</ogc:PropertyName></CssParameter>
