At the moment there is no way, we'll need to make extensive changes to the code to have GeoServer re-attempt connections and handle failing datastore without crashing during GetCapabilities requests. I think this has been in the list of things to do for a while, it's just not trivial so people are waiting for funding to sponsor the changes.
