Yes, it's normal, for WMS 1.1.1 the mandatory (by OGC spec) mime type is application/vnd.ogc.wms_xml which the browser does not recognize as a type it can display, so you get the file/save dialog. The contents seem fine, QGIS can connect and display the layers as expected.
