The short answer is, get rid of *gwc*.jar in WEB-INF/lib and restart, if you
don't need GWC
that's the best way, regardless GWC is not prepared to have two instances
writing on the
file system tile cache at the same time.
Otherwise I believe that you have to disable also the metastore with
-DGWC_METASTORE_DISABLED=true
