The two services were implemented by different people, we have a plan
to harmonize them going forward but this is a topic that does not have funding
on the table at the moment while other stuff does, this drives what gets done
and what waits.

WCS 1.0 was implemented so that it would always use the original image to avoid
numerical issues that are often part of overviews (thinking scientific
data here), and it
also assumes that the source image is coded in the most scalable way,
that is, deferred loading of tiles.

WCS 1.1 sends the parameter with the intention of allowing the reader usage
of overviews and gives some room for less efficient readers that
cannot do tiling and
thus have to load the required area in advance.

I prefer the WCS 1.1 behavior but I cannot say the WCS 1.0 one is wrong, it's
more demanding on the reader and more accurate in the result, though a lot
more expensive in terms of data loading and CPU.
In an ideal world the admin should be able to choose which behavior to use
on a raster by raster basis.
