Hi,
  
            Yeah, CQL proves to be somewhat useful for me. But I don't think it has the capabilities to do some sort of a 'What-if' analysis. Can anyone clarify on this.
            An example 'What-if' scenario that I am looking at is -   'What will be the population of some state in 2020 given the inputs for the past 20 years.'
            Is support for such kind of queries already in Geoserver or it needs to be implemented ?

You mean, any sql query, interactively? That's not possible, it would be a wide open door to a SQL injection attack.
An administrator can configure a parametric query as a source for a new layer though, being very careful about
parameter validation to avoid attacks:
