I just downloaded both GeoServer and the extension from the downloads site
(admittedly not what I usually do to test) and it worked for me. Do you get
any errors recorded in the log during startup?
Here is the sequence of steps that just worked for me:
> cd opt/apache-tomcat-6.0.32/webapps/
> rm -rf geoserver/
> unzip /home/dwins/Downloads/geoserver-2.1.2-war.zip
> rm GPL.txt LICENSE.txt target/ -rf
> ls
> unzip geoserver.war -d geoserver/
> unzip /home/dwins/Downloads/geoserver-2.1-SNAPSHOT-css-plugin.zip -d
> geoserver/WEB-INF/lib/
> cd ../
> bin/catalina.sh run
