My understanding is that both OL and GWC use the gridset's lower left
corner coordinate as tile origin, so that when a tile is requested by
its geographic bounds, gwc can steadily determine which tile index
those bounds correspond to.

Alternatively you can set the tileOrigin property of the OpenLayers
layer to that point, so that it requests matching tiles.
