The error can be many things. If you are getting the OOM even with low
traffic
it likely means that either the VM has very little memory or that
there is a memory leak somewhere.
A jmap dump, even using statistics, could help diagnose a memory leak:

If the error happens mostly in higher traffic moments it might mean you need
to configure the "control-flow" extension so that GS does not try to byte
what it cannot chew (memory requirements in WMS are
"size of output map * number of concurrent requests").

About what "high" means consider that a single user with OL setup in tiling
mode can easily issue 50 requests in less than a second, you just need to
start zooming-in like mad with the mouse scroll.
