I see. This seems more a job for WFS than WMS since you are coming out with
data
instead of a visual representation.
However the format is complex (nested elements) and seems to be rather
specific
to your needs.

I see two options:
- if the schema is a public, widely used one you could consider making a
  new output format that builds this RSS, which would be shared in GeoServer
  as a community or extension module. I imagine the module would have some
  sort of configuration mapping the fields of a feature into the elements
  of that RSS document
- otherwise one could consider building a XSLT driven output format,
  where a number of XSLT transformations could be provided, each
  one building a different output format starting from a GML representation.

Going for the second would make for nice generic functionality that others
could use too. I've done something similar already, but it everything was
hard coded for the specific project at hand in order to comply with strict
deadlines.
