At the end of the output, there is only
EPSG:61406405, and there is no layer configured with this src
It seems un litlle strange that a layer can be misconfigured, the server is
installed with no extra configuration, with the default layers.

Some layer is mis-configured, often this is due to a missing style, and break
the wms capabilities generation.
Normally, if you look at the end of the generated output, you'll see a stack
tracewith an error message pointing to the layer that is breaking the
capabilitiesgeneration
