Not in SLD. I guess you'll have to pre-process your data with some
external tool and extract a linear network out of the borders that does
not have overlapping segments, then paint that new layer as a line
layer.
I guess some fiddling with postgis spatial extensions might be able
to generate that, but never tried so I don't have a recipe.
