The wms layer tree is there to provide inheritance: any compliant wms
client must assume
the layer is available in all crs locally declared, plus all the ones
declared in the parent layers (and thus,
in particular, in the root one where you have the limited srs list
configured in the wms panel).

Afaik there is no way to get the full list of crs for each layer, nor imho
there should be a way, it would just
make the capabilities document unecessarily long
