My apologies for the confusion.  I am a little swamped today so I am rushing 
rather than thinking.  I responded to Bart before reading the rest of the 
thread 
and reviewing all the material.

OK.  This is what I have so far ...

In Jul 2011, Emmanuel from IGN pointing out the inconsistency to me in an 
email. 
  Although the value is zero everywhere in the WFS specification (except Table 
5), Emmanuel pointed out that the the startIndex value in CSW has a default 
value of 1 and perhaps it might be a good idea to harmonize WFS and CSW.  So 
159 
was posted proposing that the startIndex default value should be 1.

Today -- because I was rushing -- all I did was check the specification.  I saw 
that startIndex was zero everywhere except in Table 5 so I proposed to Bart 
that 
we correct Table 5 (and any examples as required).

I think what I should be is:

1) Update 159 to clarify why the default value of 1, rather than 0, was 
proposed 
(i.e to align with CSW).
2) Include a summary of this discussion on 159 which also seems to support a 
default startIndex value of 1.

This way the SWG will have a complete picture when they consider 159.

Is this OK with everyone?
