In WMS CQL_FILTER applies to both vector and raster layers, for rasters it
will
work over mosaics, where each tile of the mosaic has been associated with
extra attributes that you can filter on.
For WCS try adding a cql filter in a &FILTER=... parameter, I did not try
out myself
but looking at the code it seems that will also be sent down to the mosaic
and
applied over tile attributes stored in the tile index.
