Let me tell you the constraint I am operating under from the people paying for this (I might not like this constraint but they are the customer).
The customers are used to having a local file system to their map viewer. They select image files and then "mosaic" the images themselves and arrange the layers as they please. They do not want us creating mosaics out of the images. The issue is that local file storage is no longer working for them (the want to get out of the data management issue, since the number of files has grown to 20M). So we will manage the updates and currency issues in the cloud (CS-W and WMS) - But we have to "keep the feel" of this being a local file store of images. So they want to use the CS-W catalog to select out the 5, 10, or 25, images and then they will assemble them into layered mosaic (Or keep them as overlaps). What they will not agree is for someone who is not an expert in these images to make decisions as to how to create the mosaics.
