I you're not ready to upgrade to 2.2 beta yet, do this:
- shut down geoserver
- go to the <geoserver data directory>/workspaces
- find out all the layer.xml files, and manually edit them, removing
all the entries in the <metadataMap> who's key start with "GWC.".
- save and start geoserver

Same thing for any layer group that you don't want to have an
associated tile layer, edit the <data directory>/<layer group
name>.xml and remove the GWC.* entries.
