Labelling won't work against an empty label, GeoServer will simply skip it.
Try the following:

<Label><![CDATA[  ]]></Label>

which forces it a one/two space label.
Also, labelling comes with conflict resolution, no two labels (and
their graphics) can overlap,
if you want yo can turn that off with
<VendorOption name="conflictResolution">false</VendorOption>

However labels won't still be painted if they cross the request
boundary, so you might lose
some anyways. To avoid this we'd need to roll out a new vendor option,
write some extra code
