As in, it does not open it? This is due to the configuration lock, the
GeoServer catalog is not thread safe so
any interaction with the GUI locks the GUI fully as long as the HTTP
request is going,
you cannot open other pages until it's done (since there is no way to tell
if a certain GUI interaction is ready
only or it's saving something).
The same happens with REST, but there we have a read/write lock, so you can
do multiple reads in parallel,
but if you are doing a write (adding somethign new) that takes a lot of
time, you'll get both the GUI
and the other REST calls locked for the whole time too.

I know it's not optimal, but before the lock it was way worse, with the
catalog getting corrupted irreparably
if two writes happened at the same time.
