Hi Rob,
The approach would be to set up a Layer Group, containing the various layers
you would like your WMS to serve with one end point:
http://docs.geoserver.org/latest/en/user/webadmin/data/layergroups.html
For each layer/rule you set the MinScaleDenominator and MaxScaleDenominator.
Thus, GeoServer goes down the list of layers in your Layer Group at each map
request to determine which layers it should render based on the map scale in
the map request and compares that against the MinScaleDenominator and
MaxScaleDenominator.

Has anyone set up a WMS feed for multi-layered OS data?
I know GetMapping provide a composite WMS feed of "Miniscale" / "VectorMap
District" OS OpenData layers, but I have not been able to create a similar
service in GeoServer.
I have set up an image mosaic data source from the miniscale data which loads
the map, but I am not sure how to set the way it changes data source by zoom
level. It may not be possible via GS WMS, but I thought I would ask.. I am
trying to keep this process away from the client side.
Can anyone offer any advice?
