On the OpenStreetMap website the maps are not served as WMS, but as tiles. 
Hence, don't expect to find a GetCapabilities URL. Maybe try the OSM mailing 
list instead just in case I am missing something?

I am pretty sure there are 3rd parties offering OSM at acceptable speeds, but I 
doubt it their ToS let you simply copy their service and then serve it up 
yourself.

Lots of documentation on the OSM website wiki. Also, some great books about 
OSM, for example the one by Jochem Topf, Frederik Ramm and Steve Chilton. These 
offer step by step recipes to roll your own.

As mentioned in a previous thread, there are various add ons for the Mapnik 
stack once you have set up your own that allow you to serve the maps as WMS, 
for example Mapnik includes a component called ogcserver which is a 
Python-based WMS server.
