Labels are all kept around until rendering, we don't have the optimization
that David mentions.
The reason why we do so is that we have no idea of whether labels with a
non default
priority will be coming in and result in a different labelling order.
Also, label obstacles can accumulate during the rendering that will also
change which labels
will be painted.
A further reason is that with certain labelling options labels are allowed
to move, so it's hard
to tell where they will end up before you actually try to paint them
