Did you read the doc at
http://docs.geoserver.org/stable/en/user/data/vector/properties.html ?
It contains a simple, but functioning, example of a java properties file
with spatial data.

As you may read in the documentation, properties files work well only if
your feature number is really low, let's say under one hundred items.

If you can't use a database you can update shapefiles at run time. For what
I Know with dynamic data you need to keep in mind that, with any data
sources, the layer extent is not dynamically changed as you insert or
delete new features.
