I think it makes sense if you are dealing frequently with sld's to invest in
a decent xml editor.
I am usually doing the a slapdash-design with Udig, the geoserver styler or
Atlas. When it comes to filters, rules etc. i.e. when the sld becomes longer
and repetitive I am using Oxygen (could be something else as well like
Altova, Stylus, XMLSpy) or may be the free one Serna, which check your tags
against a schema and tell you what is legal at this location of the sld and
what is not. 

In your case a window would have told you that you can put the CssParameter
or GraphicFill tag after the Fill tag and when you had tried to put the
GraphicFill after the CssParameter it would have said 'No', which was
exactly your problem.

I mean nobody can keep the exact order of all the tags in his head, that's
what machines are for.
