In particular for the pointer to the "bounding box with every feature" feature.

What puzzles me is why there is no third option – that you propose – to return 
the BBOX for the while collection. This behaviour makes in most situation 
ultimate sense, as as I said, I am yet to see a heterogeneous SRS collection. 
"If bounding box is returned with every feature then it is returned also for 
the FeatureCollection." - it would be sufficient to have it only for the 
FeatureCollection, dramatically reduing the transmitted message.

I would like to address you comment: "In real life there are users like us who 
want to disable bounding boxes because computing them can be awfully slow.  
Thus if you are building something that may read data from servers which you 
cannot control you should take into account that boundedBy information can be 
lacking.
"

I acknowledge that the situation you describe is valid and common – but I would 
argue predominantly in situations where you actually CAN handle the servers. If 
you can not, and should not make assumptions about the data, you need SRS 
information with the collection. Otherwise, you cannot interpret the 
geometries' coordinates. Anyway, the switch for this behaviour should be 
available.

Just a note – I tested Mapserver WFS, Deegree WFS and plan to try the 52 North 
WFS tomorrow. The first two include the envelope and the bbox for the entire 
collection. As a long-standing fan of Geoserver, this does not make me feel 
good :)
