Implementing a spec this large requires a lot of work, it's not a spare
time project.
Given the pluggable nature of GeoServer, most of the spec is implementable
as a set
of plugins, and while there is significant hesitation about the good nature
of the spec,
I don't see the community rejecting it if someone really wants to get it
implemented.
So the real question is, who is up to either write the code and donate it
to the
project, or fund the effort via the commercial support channels
(http://geoserver.org/display/GEOS/Commercial+Support) ?
