SLD offers no such ability, although I've heard through the grapevine
that SLD 2.0 might offer this in the future.

If you are looking for something better there is the unsupported CSS
module that offers much more compact syntax and allows for reuse
via cascading.
Being unsupported you cannot download it as part of a release, you have
to fetch it from a nightly build, and it tends to lag a bit behind the SLD
version in terms of feature supported (for example, I'm not sure if
it supports rendering transformations as of now)
