Hi, I tested with Geoserver 2.3.0 and it does really accept also http://localhost:8080/geoserver/wfs?version=1.1.0&request=GetFeature&TypeName=topp:states&maxfeatures=1
So unfortunately it is not because of missing service parameter. I almost hope that Geoserver would not accept such a request because you can make a client which works with Geoserver and you believe it is OK, and then you connect with another brand WFS server which follows the standard and your client fails. Test you too with top:states.
