Hi Joel,
If I'm reading this right (and I've still not quite got my head around
workspaces), the layer is in the workspace "test". So I'd imagine that
having the style in the same workspace ("test") should work fine.
Can you set it via the GeoServer interface? If so, it may be a bug.
