Your second point -
I believe a getLegendRequest is a separate entity and should be sent as a
URL. So:
http://example.com/geoserver/ows?TRANSPARENT=TRUE&SERVICE=WMS&VERSION=1.1.1&REQUEST=GetLegendGraphic&EXCEPTIONS=application%2Fvnd.ogc.se_xml&LAYER=LIBRARIES_WSHIRE&FORMAT=image%2Fpng&SCALE=299999.9999054243
Which has these parameters:
EXCEPTIONS=application/vnd.ogc.se_xml
FORMAT=image/png
LAYER=LIBRARIES_WSHIRE
REQUEST=GetLegendGraphic
SCALE=299999.9999054243
SERVICE=WMS
TRANSPARENT=TRUE
VERSION=1.1.1
In that case the style used will be the default one already assigned to the
layer during "publishing".
