Hi Todd,
Your GeoServer seems to be down. However WMS 1.3.0 includes some bonus
"fun" with x and y ordering. Your post isn't clear which version(s) of WMS
you're using, but 1.1.0 doesn't have this issue.

Also if you include examples of the URL's that fail/work, someone may spot
what the issue is.
