Hi Sandra,
It works fine for me (2.3.4). A layer that isn't set to "advertised"
doesn't show up in either the WMS 1.1.1 or 1.3.0 GetCapabilities.
If you open the GetCapabiltities documents directly (use the links on the
GeoServer Admin page), are the layers listed there?
I'm not sure why you'd get this behaviour.
