GeoServer 2.4-RC1 just got released, read all about it on our blog post:

As per our release procedures, we'll be doing RC releases every two weeks
until
no new major issues are reported.
So, this is your turn: please download RC1 and test it, and let us know if
you find
any major regression or issue. If you find one, report it at
jira.codehaus.org, and if
still don't have an account there, remember you can create one at
xircles.codehaus.org.
If we don't hear about major issues within the next two weeks, next release
will be 2.4.0 final
