Hello Mega,
the standard GeoServer installer uses Jetty to run the server with some
custom configuration, like the JAVA_HOME and so on, that you can specify
during the installation process.
You need to check that the environment variables are all correctly setup,
and search on the GeoServer installation path for the data/logs folder.
This folder should contain a geoserver.log file which eventually will
report the error.
Alternatively you can try to download the GeoServer 2.4.0 WAR file and put
this into a standard Apache Tomcat installation. This will work just fine.
