That does exactly what I wanted, thanks very much Andrea. I had looked
at the different layer groups before but hadn't registered what they
were for.
In 2.3.4 the Default WMS Path is still there under the publishing tab,
is that going to be removed now if it's just duplicating the layer
groups functionality that is much more powerful?

I believe what you want can be done starting with GeoServer 2.3.0, from
that version the wms path property
has been dropped and layer groups can be used to organize the layer tree
in different ways,
you can nest them and expose their structure:
