Ok, it's the folder data/CADRG/JNC existing and containing the pyramid?
Have you looked at this tutorial (
http://docs.geoserver.org/stable/en/user/tutorials/imagepyramid/imagepyramid.html)
on how to create a pyramid?
Can you also send a complete log file with the exception you get?
